Mr.Kelsay is a retired Total Air Force pilot with flying experience in theT-33, F-101, F-4,
and F-15. He founded Premier Jets, Inc. in 1984 in Hillsboro, Oregon, an international jet
charter company specializing in Air Ambulance service.

Dr. Doug Donkel, PhD
Director of Logistics and Aircraft Maintenance
Classic Aircraft Museum
Dr. Donkel is the Director of the Classic Aircraft Museum located at the Hillsboro, Oregon
Airport. He supervises all paid and volunteer staff members in restoring, maintaining, and
flying the fifteen aircraft
owned by the Museum. He is responsible for scheduling and planning the museum's
participation in multiple Northwest Air Shows each summer.
Doug is also the Director of Logistics and Aircraft Maintenance for Premier Space
Systems, Inc.
Frank Scoggins
Lead Pilot
Premier Space Systems, Inc.
Mr.Scoggins is the lead test pilot for Premier
Space Systems, Inc. He is a retired Air Force
fighter pilot with flight experience in the F-4, F-105, and F-16. He has 350 combat flight hours.
Frank is a graduate and former instructor at the USAF Fighter Weapons Instructor Course.
He commanded a flight test center during his uniformed career, as well as several
operational organizations. Frank is a retired Major General, and is current in the
F-86, Fouga Magistere, MiG-21, Cessna 206, and RV-8.
Funda Kelsay, M.B.A.

Mrs. Kelsay is involved in the management and marketing of Premier Space Systems, Inc.
and sits on the Board of Directors for the Classic Aircraft Aviation Museum. She has a
Masters degree in International Business and a Bachelor’s degree in Business
Administration from Hacettepe University in Ankara, Turkey. Mrs. Kelsay’s leadership
experience extends to her active involvement in the Rotary Club of Hillsboro where she
served as President in 2010-2011 and is currently the Chairman of the Foundation.
Mrs. Kelsay is also an FAA licensed pilot and currently holds a Private
Pilot License flying her own Cessna 172.
Scott Powell
Director of Operations

Mr. Powell is Director of Operations for Premier Space Systems, inc.He is a retired
Air Force fighter pilot with flight experience in the F-101, F-4, and F-16, among other aircraft.
Scott has 650 combat flight hours and is a
graduate of the National War College.
He has held three operational commandsduring his uniformed
service ans is certificated as an Air Transport Pilot. He is current
in the Lear Jet, the BAC Jet Ploust, the A-26 Invader,
and the F-86 Sabre Jet.

Mr. Levesque is involved in sales for
Premier Space Systems, Inc. He has owned several
companies within the aerospace industry during his work history.
